Past performance says a lot less about the future than most people realize. Right now, there are small rice grain sized chips that can hold an amazing amount of data. All the identification you find in your wallet plus a great deal of medical history could fit. All kinds of valuable data could be put on that chip. By the way the government alread "chips" important military people (i.e. pilots, special ops, etc.). It's all about control.
