Precautions measures should be taken but hey its the mother earth which is as unpredicting imaginable.Even countries as advance as Japan feel pressure to implement those measures which is so vulnerable to earth quakes.Katrina for instance.I think americans do their best in emergency events like that imagine the impact of Katrina in terais of Nepal for example.The human toll would have easily crossed compared to that of New orleans. Given the geographical location of Nepal ours is vulnerable to eartquakes understandable but precaution measures to cover the valley lets say isn't that smooth process either.We can just pray to not let it happen.
