Maoists used civilians in Pili attack: NHRC KOL Report KATHMANDU, Sept 14 - The National Human Rights Commission (NHRC) Wednesday said that the Maoists had forcefully recruited civilians from different villages of Kalikot and other neighbouring districts to launch an offensive on the Royal Nepal Army?s (RNA) temporary base camp in Pili on August 7. ?The rebels have used locals from Daha, Mugraha, Sukatiya, Pakha and Manma VDCs and even from faraway places including neighbouring districts to carry out the attack on the army camp,? a report on the Pili incident made public today by the commission said quoting the local residents. On Aug 7, about 5,000 Maoists raided the Pili base camp, a rebel stronghold, where some 230 security personnel including 100 non-combatant soldiers were deployed to construct the Surkhet-Jumla road section in the Karnali zone, the most underdeveloped zone in the country. A total of 55 securitymen were killed out of which 22 were shot in the head and 60 others abducted. The commission said that while a further 109 soldiers had come into contact with the RNA, four were still missing. ?Lieutenant Tulsi Prasad Shrestha might have been tortured and killed as there were no signs of gunshot wounds in his body and his private parts were mutilated,? the report said. Among the dead civilians, Shakti Malla who worked as a contractor supplying necessary goods to the army in the area was brutally killed. ??the Maoists had captured him in a farm and killed him after meting out extreme torture by taking out his eyes, cutting his ears and pulling out his teeth,? the report said. The Maoists admitted that 26 of their cadres were killed in the incident. The locals, however, said that 41 bodies were found and the number could still be higher. ?We found that the locals were reluctant to speak out due to fear,? the commission members told journalists. ?They want the Maoists and the security forces to be flexible to end the conflict.? According to the commission, the rebels had hinted of a possible attack accusing the security forces of ?encroaching their area? but the RNA took the threat lightly. It further said that the difficult terrain was one of the causes of heavy losses on the security side as the area was ?tactically insecure.? In its report, the commission has recommended the government to provide adequate compensation to the families of the security personnel killed in the incident, and to enquire about the loss of property of ordinary people and provide them with compensation. The NHRC has also drawn the RNA?s attention to properly identify the dead bodies in future to avoid confusion. The commission urged the Maoists to immediately release all the abducted soldiers and to stop inhumane killings.
