There may be some who commit rape at times of wars just to fend off their sexual frustrations -- mouka ma chouka daau hanou bhanne haru, except that these chouka daau hanna khojne haru are vicious rakchhas. Rape as a more subtle aspect of wars has been a hideous tool of inflicting insult upon people perceived as enemies. Whatever the case, there should absolutely be no room of tolerance to such evil. If that commander is sincerely apologetic about what his comrades did, then he should help the groups investigating the incident in identifying the perpetrators, so that they can be brought to justice. Now, since this piece of news is coming from and INDEPENDENT source, human rights organizations must do serious follow ups in order to get to the bottom of this. War crimes tribunal in Nepal has been long overdue. At least the threat of being prosecuted by such a tribunal and possibly facing grave consequences for their crimes --albeit sooner or years later -- MAY deter SOME from committing such evils. Those who would not be detered should face the REAL prospects of being punished. Commanders and other individuasl higher up in the ranks must also be held accountable for their cadres' crimes.
