Gagan Thapa and rule of law in Nepal

Constitutional Rights doesn't entail one to go out and encourage his so called "pupils" to use threat and fear to paralyse people who have opposite views as to him. I am referring to the Hardline/Nightline documentary about Nepali political situation where he is seen insinuating his followers to make phone calls to certain campus chief. The calls would just be to let the campus chief know that he is being followed and watched, as according to Mr. Thapa, that certain campus chief is a heart patient. If this is nor terrorism, then what is? What if, I repeat what IF, government used the same tactic against his family to quiet him down? Would that still be a just practice of constitutional rights? --BV
