I also agree with Gp's points. This seems definitely a revenge to the political leaders. The so called Shahi Commission accused Deuba to give the contract to another party while existing contractor was working on that.... But gimme air man, if the existing party just finish 13% of whole job in a year then the main financer has a right to give the job to the new one. For example, if you are not doing your work properly and always have attndance problem in your work and if you haven't reached the half of the target job, then your employer will definitely fire you and give your job to another qualified person. I think this act as a mere revengeness to the politicians.
