Why is it???

Very often while doing business, be it shopping in a grocery store or having lunch in a restaurant, owned by Indian or Nepalese, I have realized that there is always a big difference in their attitude towards the customers from their own region/country and western customers. While they seem to overdo the service, or sometimes kiss azz of the western customer, the ones from their own country are neglected, or are treated rather rudely. Why is it so? Is it in our culture to condescend people? On similar note, I had a friend who took an american to Nepal. His american friend was treated better whenever he was not around. When they were together, people some how assumed that the american was connected to my nepali friend and the treatment was completely changed to bad. While we talk about all sorts of respect and values in our own culture, why do we always miss that in our day to day practice? Or at least why do we condescend people?
