High level RNA officers using low ranking soldiers as "free labor" for their private matters (eg. building private house, maintaining private property and host of other things) is very rampant in RNA since ages and it's a part of RNA tradition and the same tradition was carried over to Nepal Police when newly formed Nepal Police was established by spliting members of RNA after the arrival of democracy in 2007 Bikram Sambat. When numerous of these RNA soldiers have been diverted for personal use at the homes of high ranking RNA officers, well..it was very natural that RNA had to recruit thousands of more recruits in the very recent times as the Maoists insurgency heats up even more.
