It is very simple to understand, people didn't protest against Maoist, because they are not the ruler in Kathmandu. But you might have heard that people protested in Dailekh once. Of course, where there is opression, there will be revolution. As you said, if the government doesn't concern at all about such protest, who are the Maoist to listen. I think they are the most insisting creatures in this world. They can justify even biggest cases in a minute, as if it was nothing.
