Bottom line is: Those who are sworn to defend the laws should just do that. If the driver was at fault, he should have been dealt according to the laws. Those law enforcement personnel are supposed to enforce the laws not ridicule them by acting like some hooligans. I seriously doubt about existence of any traffic law that pronouces, "if the drivers violate traffic rules or don't respect law enforcement officers beat the hell out of the offending drivers".
