Is Military General a Suitable Appointment for UN Ambassador???

USA appoints military general as an ambassador and even foreign minister becuase USA has institutional check and balance. Military is completely under government control, a government elected by the people. Since, there is no mechanism to control military in nepal (we never had it), these generals cannot represent a nation state in international community on behalf of and on the best interest of people. They would seek to promote interest of RNA (looking for military aid rather than developmental aid) which might plung country into devastation and supression.
