Poonte bro, Banjul declaration is not only about female circumcision, it has more to it. It's more about African nations coming together to come up with their own human rights agreement which is a bit different than the UN declaration on human rights. It focuses more on "collective" approach and African identity. Also it focuses more on subsistence rights (second generation rights) than political rights. I hope this helps.
