Should Nepal Government be proud for Killings of Maoist by Indian Security forces?

I am worried that the offensive posture that the Inidan government is taking against Maoist. How can you identify a civilian as a insurgent? Since so many nepalese are in India because of the insecurity preception and for their livelihood, they can be easily targeted by indian security forces. Nepalese govenrmnet might have bosted on that but this is what makes a nation state failed. Indian policemen kill ten Nepali Maoists In what is seen as the first incident of its kind, Indian security personnel have killed at least ten Nepali insurgents at Begahi village across the border from Rautahat district of Nepal, the state-owned Radio Nepal said Friday. Radio Nepal quoted Bairganiya police post in India as saying that Indian security personnel gheraoed the house where the rebels were taking shelter and that all the rebels were killed in action. Some more rebels were injured in the incident.
