I go with the first one. The culture of the orgnaisation is such that people who enter that orgnaisation are bound my its moral codes to be good men/women. If they won't act according to its rules such people will be shown the door. The Law is already there in this case,and people have to abide by it. Regarding the second one, we don't know who is ethical or who is unethical, i mean regarding the individuals who enter the organisation. As there seems to be no strict code to follow, each will act accordingly to suit his/her purpose. So good ethical practice followed by an individual might not change the structure of the organisation and the way it functions.
