my wife & I are waiting for her visa approval, and I have been calling Nepal a lot using UnionTelecard phone cards. For about 2 weeks they didn't work at all, but I am using one called the Arcade card and it's been working everyday for the last 3 or 4 days. maybe something's up with your card....call Uniontelecard at 1-800-320-5364.
