. I could connect on 02/07 at around 530pm, 9pm, 10pm NST. It's working now too (745 am NST). ISP started working (got email from Himal Tech team), as per them, they have some communications back again. Local Telephone and STD is back now. Looks like int'l can be received only, no outgoing calls from Nepal. They received permission to start Internet service around 10pm (02/07) and they are back on the Internet now. :)
