An opposition party flag flies over an underground meeting held by Congress party members in the yard of the Nepali Congress-Democratic Party's headquarters, minutes before being subject to a police raid in Katmandu, Nepal, Friday, Feb. 4, 2005. Dozens of paramilitary police raided the meeting Friday and rounded up a group of party officials, days after a state of emergency was declared in this Himalayan kingdom and public gatherings were banned. Reporters and photographers covering the meeting, from both the Nepalese and international press, were also held briefly held.
