Council leader Subhas Ghising asked Dhriendra Singh for more power to control "terrorist organisations" in the north-east tea-producing region. In a letter to the premier in October, Mr Ghising said such organisations were using Darjeeling as a base. Mr Ghising also called for a probe into the murder of three council members. Indian officials agreed to investigate the killings, which took place between 1999 and 2003, but did not respond to other demands.
