Here is no University that state-owned, but if you go little away from Arlington, you can have Community college that owned by state of VA, called NOVA (there are two NOVA close to Arlington, one is Alexandria behind the skyline, and another is in Annadale: between weakfield chapel and little River turnpike. If you are looking for 4 yrs college, you need to go to Private one such as Marrymount, GMU, besides there are many nontier colleges, I don't think you are looking a college like strayer......... otherwise, you could find in DC, named UDC (a state-owned college) which one has excess of train (metro), if you don't drive.
