So untrue. Immigration enforcement mainly targets people with no status, people who overstayed, and people with serious crimes. Legal F-1 students who follow the rules are not the focus.

I don’t understand why anyone would be ‘starving’ because of this immigration policy.

The legality of what F-1 students can and cannot do has not changed; whatever the written laws say for them still applies.
