I think key difference is Nepal’s TPS was ended/termination initiated by current administration upon the expiry of designation on August 5. The appeals court backed that the government has authority to do so. In the case of Venezuela I believe due to the old administration extending the TPS before leaving, the courts ruled that the TPS/extension can’t be terminated for now. I do think court will back the administration when they cancel TPS for Venezuela in 2026.
