On paper- US Federal Govt can set any rules they want...there are even Federal rules against burning certain types of plants.

On principle- doesn't make much sense to forcefully make someone quiet...especially students, when its their time to learn and express. So, the students and colleges have to respond to protect their own right to express..nothing that anyone else can do.
