Not only lawsuits but once the DHS accepts processing fees for any new TPS/EAD application...it will be tough to 'return' everyone's money.
Trump's main interest with illegal immigration is that he can implement survellence (drone), digital ID and even social credit structure- supported by people like Peter Thiel (Germany born billionaire and also a New Zealand citizen) and Elon Musk (South Africa born- implementing US Dept of Defense's project as private citizen- ranging from space exploration to underground tunnerl/highway projects).
Obviously, to the random voters in Alabama, Trump will say he is doing it for 'average American' but the implementation of air/drone survellince and digital ID (that can be examined/verified by drone) will almost guarantee US Federal govt's safety for 200 years. So, it's worth the push. Plus, the survellience state will also allow Israel and US to go after any dissenters...very helpful when occupying Syria and Iraq because occupying the key parts of these countries and claiming it as part of Israel will not be as easy as occupying Palestine (which took more than 60 years).
