I recommend talking to a lawyer or some employee in the district court in your area. As this might be considered a civil dispute case right? where the said contract is not honored. I am not completely sure, but you can go to the court and find out yourself. Usually they have advisors there in the court who can give you free advice and suggestions on how to move forth in these kind of cases.
This is coming from my own experience, I had to visit the district court myself after my neighbor was giving me hard time once regarding the property line. I had to go to the cops because of the stress he was giving. The cops could not help much as this was just arguments going on but they advised me to go to the district court and talk to people there to see how we can resolve the dispute. Never have I ever gone to the court in my life and I was lost and intimidated to go inside and find who I should be talking to, but then some nice people came forth and advised me on how to go forth and what are the repercussions etc. There while waiting, I saw all kinds of people coming in and going out like cops were even escorting dome dudes in handcuffs and making him sign some restraining order to people who were just exchanging some mean stares to one another. Man, then I realize there are all kinds of disputes and fights going on in peoples' lives that are sometimes just not seen to us.
It's better to stay out of troubles and places like court or police station, but then sometimes it cannot be helped.
