Pay here, keep receipt, start building the adjustment of status packet. The receipt will be part of your AOS packet. USCIS only needs to verify that the visa is available from state department which they only do post-interview. You cannot send packet until the advance priority date is published in the visa bulletin. Send complete adjustment of status packet as soon as your number gets current, even one day earlier and it will be rejected/returned.
Adjustment of status packet is a very tedious job to build. Start early and re-check several times to avoid RFE issues.
