I called adhikar office and they said that the USCIS replied to this situation and said it's a mistake from their part and we don't need to apply for I-821 if we have applied the last time. I am hesitant to send the way it is. I heard they did this to many people. Did you send the same documents and application with that "place this letter on top of your application package" ?

I wonder if anyone has tried to send the same exact documents without making any changes and got approved??????????
