Hearing is only for preliminary injunction appeal and even if they rule against the injunction, the TPS is still valid until March 24 2020, and the case still will be at 9th circuit and they will hopefully decide in favor of TPS folks. I worst case scenario if 9th circuit rule in favor of Trump admin the TPS will still have earliest termination date of August of next year. The appeal still can be made and it may wind up in Supreme court just like DACA which will be decided by next June.
