I don't think there is anything wrong doing from Government side. You are not suppose to use ur private vehicle for passengers transport. If you need to, register your vehicle as passenger vehicle( Kalo number plate) . Uber in India does the same exact thing. Here in US and I assume in most EU countries , it is care less because they do not have a separate registration. They should have done enough homework before starting up.
