"google voice" is the best one so far in terms of call quality and rates. its basically 13 cents/ minute. you can choose your own ph number to show up or even choose some other number too. that number can also be used to receive calls in ur phone, very useful if u need extra ph number for some purpose too.
and call quality is just great, crystal clear.
