I came to US last week in a business visa.
I have I Sc nursing degree from Nepal.
Could you please help me in further process.
Which state shall I apply so that it is more quicker and easier.
Since I donot have SS no., I want to apply from a state that doesnot require SS no.
Do I need to give TOEFL?

..Anita yes you can, you can give it from New Mexico and yes you have to give toefl or IELTS for that.

But I am residing in one of the compact state. So I can't file from New Mexico.

I don't know how it works but i think you can give it from New Mexico too. California is another option. Why don't you try CA instead.
