What is the specific criteria to declare someone as 'Rastriya Bivuti'?

There are many in our country. D all these deserve this title? I am bit confused.

The government had done some mistakes in the past and still they want to keep Rastriya Bivuti's

on bank notes. They wish to remove King, it is resonable.

How do you guys/gals think? You might have good ideas.

He is qualify for Nepal Rastriya Bivuti.....

Dr. Harka Gurung, did his B A (hons) from Patna College Patna, India; Post Graduate Diploma in Geography and PhD. from the University of Edinburgh. He is presently associated with New ERA, a well-known research and consulting firm. His academic assignments include Demonstrator, University of Edinburgh, Research Fellow, School of Oriental and African Studies, University of London, Lecturer Tribhuvan University, Kathmandu and Visiting Fellow, Population Institute, East West Centre, Honolulu.

He served His Majesty�s Government of Nepal at different times as Member and Vice Chairman of National Planning Commission, Minister of State for Education, Industry and Commerce, Tourism, Public Works and Transport. He was Director of Asia Pacific Development Center, an inter-governmental organisation based in Kuala Lumpur, Malayasia. Dr. Gurung is author to many books and articles.
