 Can somebody explain me prioraity date on visa bulletin

Saathi haru yo visa bulletin ma priority date k ho explain gardinu na , we on got married nov 16 and as my spouse is permanent resident since two years so we filed through lawyer but now my lawyer is saying that i have to find another status untill the process completes . Currently i am in TPS status which is just 18 months and prioraty date is feb 15 so what will happen after TPS expires ? Can somebody please explain me torture bhayo

As per my understanding:

you wife applied for F2A i.e spouse of Permanent Resident(Green Card)

Question:
1. Did your I130 application approved? ( I think not because you applied on Nov 2016)
if it got approved then you are 1 step ahead.

you will be waiting for your priority date to apply for I485, EAD, AP what ever you want.

Here is a thing currently as per visa bulletin of December 2016. Hope visa bulletin will be published this week for jan 2017.
F2A 15JUN15 (i don't know where you got FEB 15 from)

you can see this in second table on heading (DATES FOR FILING FAMILY-SPONSORED
VISA APPLICATIONS)

i will give you one example:(today date is 11 Dec 2016)
suppose if you had applied your I130 on 10 JUN 2015 and it has approved then you can start sending your I485, EAD, AP what ever you want. as per visa bulletin because priority date is 15 JUN 2015.

now your situation:

if you applied your I130 then you have priority date written in you I797C (Notice of Action). As per your saying you got married on nov 16 so i would assume you applied your application on 15 Nov(say your priority date is 15 NOV 2016) then your I130 has not approved yet (if i am correct). if it has approved then............

keep on checking visa bulletin every month until you see 15 Nov 2016 (if your I130 has approved) in what ever the month e.g. on FEB 2018 visa bulletin you see 15 Nov 2016 in heading (DATES FOR FILING FAMILY-SPONSORED VISA APPLICATIONS). then you can now apply your I485, EAD, AP. because your priority date is 15 NOV 2016

But some time visa bulletin retrograde meaning move backward so don't panic because it is what it is.

if this satisfied you i would like to ask you a question.

Did your lawyer send I485 and I130 concurrently hoping you will be adjusting your status in USA.?

I am not a lawyer. so it is not a legal advice. My friend is in same situation he has applied his I130 (yet to approve) and he keep on checking visa bulletin so i knew this thing from him.

I am assuming your PD is some day of Nov 2016.
As of this month, current PD date is 22 Feb 2015.
Consider the two scenarios as below:
1. As of this month, people living in the US with PD of 22 Nov 2015 or earlier are able to file i485, EAD and AP that allows them stay in the US till i485 is processed. However they can be given GC only when their PD becomes current. (i.e. only people with PD of 22 Feb 2015 or earlier will be given the GC at this time).   

2. People living outside the US will have their visa interview scheduled if their PD is current (22 Feb 2015 or earlier).

Jumping to your case, you fall on scenario 1, so if USCIS keeps following the same way, you are around 1 year away from being able to apply for i485, EAD and AP. Once you apply for that, you can stay in US till your i485 is procesed regardless of TPS status. However depending on the number of cases USCIS gets, in some months, it might use the same PD of scenario 2 for i485 eligibility. Sot it's varies every month.

Nobody can predict whether you will be able to apply for i485 before your TPS expires or after that.
If USCIS keeps using the date like it's using now, you can apply for GC in around 1 year from now before your TPS expires and you can remain in the US till you get your GC upon approval and once your PD becomes current.  
If you are not eligible for filing i485 by the time your TPS expires (because USCIS is unpredictable) and if there is no extension of TPS for Nepal at that time, either you have to be in other legal status to be able to file i485 in US later on or you have to leave US, process through NVC and wait for your PD to be current and go through visa interview process.

Sala yo date kaile agadi badne bhayena. The new Jan 2017 came out and it moved barely by a month.

what are you guys talking about? everyone is giving wrong dates. as of december 2016, PD is Nov 2015. when this date is current you can file for i485. dont look at the final action date scroll down and find dates for filing...
