Can somebody explain me prioraity date on visa bulletin

As per my understanding:

you wife applied for F2A i.e spouse of Permanent Resident(Green Card)

Question:
1. Did your I130 application approved? ( I think not because you applied on Nov 2016)
if it got approved then you are 1 step ahead.

you will be waiting for your priority date to apply for I485, EAD, AP what ever you want.

Here is a thing currently as per visa bulletin of December 2016. Hope visa bulletin will be published this week for jan 2017.
F2A 15JUN15 (i don't know where you got FEB 15 from)

i will give you one example:(today date is 11 Dec 2016)
suppose if you had applied your I130 on 10 JUN 2015 and it has approved then you can start sending your I485, EAD, AP what ever you want. as per visa bulletin because priority date is 15 JUN 2015.

now your situation:

if you applied your I130 then you have priority date written in you I797C (Notice of Action). As per your saying you got married on nov 16 so i would assume you applied your application on 15 Nov(say your priority date is 15 NOV 2016) then your I130 has not approved yet (if i am correct). if it has approved then............

keep on checking visa bulletin every month until you see 15 Nov 2016 (if your I130 has approved) in what ever the month e.g. on FEB 2018 visa bulletin you see 15 Nov 2016 in heading (DATES FOR FILING FAMILY-SPONSORED VISA APPLICATIONS). then you can now apply your I485, EAD, AP. because your priority date is 15 NOV 2016

But some time visa bulletin retrograde meaning move backward so don't panic because it is what it is.

Did your lawyer send I485 and I130 concurrently hoping you will be adjusting your status in USA.?

I am not a lawyer. so it is not a legal advice. My friend is in same situation he has applied his I130 (yet to approve) and he keep on checking visa bulletin so i knew this thing from him.
