  student visa stamping in Canada

After graduating with J1 Visa, right now I am doing Academic training ( equivalent to OPT for F1). To go back to graduate school again I need to get the J1 visa restamped. Unlike in OPT, J1 can not be transfered from Academic training to degree program. Looking at the flight ticket rate at this time of year for Nepal, I am thinking about going to Canada and applying for US visa over there. Let me know if anyone o have done F1/J1 visa stamping in Canada. I have only heard of people going for  H1 stamping in Canada. They generally say that home country is the best place to apply for visa. I am wondering how risky is it do that in Canada. If this option is pretty safe, how early you have to apply for visa appointment in US consular in toranto?

My sister was in very similar circumstance as you mentioned about a year ago. The process seemed too cumbersome and she went back to Nepal instead though she did get an opportunity to visit Toronto and stay at my place.
