I assumed, it was a long conversation in this issue in past threads. As stated by neerman, MN-Nepali, it was stop in past for first time stamping since December 1, 2008 (from change of status-f1, J1 or any other). However, if you have already stamped H1 in your passport and willing to make renewal, it might be work. So, do more research and try to contact visa section, it would be meaningful.
