I am sorry to hear about your father's health condition. When it comes to bringing him to Australia for a visit, there are some health requirements that the Australian Department of Home Affairs considers when granting a visa. These requirements are generally in place to protect public health and contain health care costs. Here are some general points to consider:

1. **Health Assessment:** If your father applies for a visitor visa, he might be required to undergo a health examination, depending on his specific circumstances and the length of his intended stay. The results will help the authorities decide whether his condition poses any significant risk. Given his liver cirrhosis condition, it's possible that he might be regarded as having a potential high public health cost, which is a critical factor for the visa grant.

2. **Visa Options:** Since you are a Permanent Resident (PR) of Australia, you might explore options, such as:
- **Visitor visa (subclass 600):** Typically used for short-term visits. It's crucial to include a comprehensive medical overview from a qualified doctor outlining your father's condition and any ongoing treatment that shows he is stable and can travel.
- **Medical Treatment Visa (subclass 602):** This might be applicable for someone who needs medical treatment or consultations in Australia.

3. **Compassionate Grounds:** Sometimes, explaining the compassionate grounds for traveling—like visiting family—and providing evidence of stable management and treatment can strengthen the application. Detailed documentation from healthcare professionals and proof of financial support to cover medical expenses in Australia might be helpful.

4. **Engage a Migration Agent:** Given the complexities due to his health condition, consulting with a registered migration agent might guide you better suited strategies for presenting your case effectively.

It's essential to prepare a thorough application with all necessary medical and financial documents showing adequate arrangements for his health care during his stay in Australia. I wish you and your father all the best, and I hope he gets well soon.
