Yes, you can. xoom will charge you $20, and american express will charge you 3% of $2500 = $75. This is considered as cash advance, normally they will charge 29.99% for cash advance. For $2500 only monthly interest will be (29.99% of $2500) / 12 = $62.48 Monthly interest = $62.48 Yearly interest = $749.75
