This is what i did in my last visit to Nepal (transit in Guanzhou was same like yours 14 hours). My airlines was CHinese SOuthern Airlines.
SPoke with CHinese southern Airlines representative at the custom of Gunzhou Airport.
He asked me to fill a immigration form ( 5 mins).
I along with 3 other passengers were taken to nearby motel on airport shuttle ( expenses covered by Chinses Southern Airlines ~ 15 mins).
On the way i spoke with other two folks ( one from India and one from Vietnam), we all agreed upon exploring the city since we and handy time.
Once we went to the motel, we freshned up ~ 1 hour (motel room was surprisingly good) ----> took a local cab to nearby metro / subway station (15 mins)---> went to downdown ( max 1 hour including the train transfer) --> roam around in downtown , took some pictures -->came back to metro.subway station--->took the cab back to motel--->Slept for 1 hour--->airport shuttle back to airport ( all covered by Southern Airlines)
Suggestion:
1. If you don't have a good company :I'd highly suggest you to take rest in the motel. Get food in the motel itself, have local beer.
2. If you are planning to go out of the motel:
Exchange your dollar and get around 200 Chinese Yuan.( roughy USD 20-30 I suppose)
Please dont expect too much from local Chinese folks in terms of communication skill. I would rate 1/10 even for people working in Airport ( forget about local folks). Believe me its very difficult to communicate with em'. For ex - we were dropped at Motel and no one was able to communicate with us, even people at front desk. We literally used hand sign for our motel keys, food coupons etc.
The catch here is: It was relatively easy for us to roam around and go outside in downtown since one of the people in the group was from Vietnam and she already knew the local/taxi/metro routes. We basically were piggy backing her. It was her leadership and our company. I'd say it was one of the memorable/unexpected trip. Thanks to those strangers. We are still in touch via email.

Once you reach there at the airport, you will see a guy/representative from SCA in the terminal right before the immigration. You have to fill out a form right there ( better have your own pen - saves time). Then ask for a motel since you would have 14 hours of transit. EIther ways they will also ask if you need a motel or not. HOwever , better ask yourself first.
I dont know much about laptop chargers since i did not spend much time there at airport. I left the airport for motel and then came back to airport from motel heading towards my terminal.
Bottomline: Dont panic --> get a motel room (its free anyways).

Thank you no more crush. Your suggestion is really appreciated. One more question, since you have difficulty communicating, how do you make sure u willget back to airport from motel?Do they mentioned about time and shuttle beforehand so that they can drop you in the airport.

Once you check in the motel, they will give you a slip/note mentioning that the airport shuttle bus arrival time.
Lets suppose you have departure time at 6:30 PM. The slip will mention that the airport shuttle will arrive at the motel gate @4 PM. Even though its difficult, make sure you get confirmation from office receptionist.
NOTE that the shuttle service is run by SCA Hence its a legit transportation service. Just be ahead of time. The shuttle service is scheduled every after 30mins / 1 hour depending upon other passengers departure time. You can always take any time shuttle bus ( may be 3 PM or 3:30 PM). I personally did not have any problems ( back/forth to Airport/motel).

nayapidi Yes!! some airlines can provide free motel stay provided you have longer transit time. Can you please consult with your airline representative once you touch down Guanzhou ? My personal experience is already reflected above.
