The sanctity of marriage has been adulterated with cash and daijo ( दहेज in Hindi). The complexities dealing with daijo is yet another example of one of many social injustices in South Asia. It is common for the bride's family to fall victims to violent shakedowns by the groom's. ('shake-down' so-reminds me of the mob).
That cash garland most likely is from the bride's family. You see, Money and Sex are similar in the way that everyone absolutely loves them but it is so profane to talk about it or display in public like this. This is really of bad taste but it is a so-called culture out there which is very very backward.
