Based on my experience and information from some of my friends who are also in assistantship--

For Masters: 13 to17K/yr (tuition fee wavier + health insurance coverage)...I've some friends who are getting upto 22K for a masters....

For PhD: from 18 to 24K/yr (tuition fee wavier + health insurance coverage)
