I am currently employed and not happy with my current job as it doesnt provide me new oppertunites to learn. I am in process of wiriting a cover letter for new job.
In that new cover letter, should i mention the reason I am looking for a new job that I am dissatisfied with this current job because it doesnt offer me new oppertunities to learn? Suggestions please. How should i approach this cover letter.

I think you don't need to mention that you are working in X company though you can add your type of work experience you carried in your cover letter.
You are not required to tell that you are working for certain company in your cover letter, it's only your choice whether you want to say or not. But do mention that in your resume.
And most probable reason I see are for better future prospects and carrier advancement as most viable and common reason for leaving their current job.

You sound like an eye doctor complaining that treatment of eye balls is boring 'cause never have a chance or opportunity to touch other kind of balls in human body. What else an Eye doctor can touch beside eye balls in Eye Department.?
Anyway, I would suggest you to write WHAT YOU HAVE TO OFFER to a New X company but not what you can gain from them. They are paying you a salary to do their job and they want to know whats your abilities are to make job done. Tell them clearly and specifically how you'll be helpful to a new company in a cover letter.
Of course, you can say you'd like to work in a challenging enviornment to utlize your creative and critical thinking ability.. bla bla...then one can assume you're a very active and energetic person. Then one can automatically assume you were counting your grey hair at your old job.

A job is not a place where you will pour everything you learned during your undergraduate. When you get a job, you are expected to do whatever is demanded out of you. No whatifs, buts, why. Just do the fu(k. If you don't like, you can change but again you will have to do whatever the fu(k they want you to do. Stop complaining now, trying to learn new is just bulshit. I guess either they are not paying you enough or there is not a single chick in your company!
