you need to get the licence from one of the state and then you can apply for masters.

To get in to Masters you need to go through NCLEX Exam
https://www.ncsbn.org/nclex.htm

Before that you have to have your Nepalese certificate evaluated by CGFNS or any other evaluation entity which is authorized or needed by the state you are living in.

After that you are allowed to get into the NCLEX exam which enables you to be in Masters program.
