This "Diwana Mujhsa Nahi" song was I think composed by RD Burman. I heard he had made special request to Aruna Lama to use the music from her song. But google did not help me to verify this fact.

Director probaly Ugyen Chopel nai hunu parcha, ra music director ta nepali ra hindi ko Ranjit Gajamer nai ho.

Obviously Eh Kanchha came first otherwise I wouldn't call it a "chorya" example for bollywood, would I? Teesri manzil came out in 1966.
Btw, why did u say hindi le pani chorchha? Give me an example where Nepali song has stolen music from indian, just curious.

         And Ranjeet Gajmer had been working under R.D. Barman's musical group since 1965 so I don't think this song by Aruna Lama was copied by RD Barman, but Ranjeet Gajmer himself inserted his own creation with different look to this "Teesari Manzin" song, where he was working as one of assistance for RD Barman!!!!!!!
