Why ministry of education wants to save the seats for kith and kin od politically affliated peoplde with issuing precondition cetificate?
Subject : To whom it may concern
This is to certify that .Sajhabahadur, a Nepali citizen has applied for a no objection letter to study MS.in Anti corruption.in any university of .....Rowanda............. The ministry of education and sports has no objection if he could get an opportunity to continue study at his own expenses with a precondtion that in no way this effects the number of seats made available by the government of Rowanda every year to Nepal.
This letter is being issued upon his request to enable him just to apply.
My question is:
1. For whom that seat is, if common Nepalese are excluded with putting such precondition?
2. To my knowledge, there is not a single seat given by government of Rowanda till date . If host country want to give small support for common Nepalese , what it has to do with these ministry people?
1. These are meant to go to people who compete in MOE scholarships. Not just pay the tuition an go.
2. All the government financed educational and research scholarship has to go through MOE. Some country provide scholarship to Nepalese government instead of individual. This kind of grant has to be managed by MOE. SO what they are trying to say is 'People applying individually on their own money should not be counted as a grant to a Country, including scholarship provided to an individual'.

Thanks for input. Their saying indeed does not make sense. The people who used to think world as global village, can work in any country without any relation to Nepal. For instance, I can work as a lecturer in India. Their asssumption has nothing to do whether I get a grant or not. I just go to the country where they will recognized individual, society part for nation building. Not only the people they consider talents under the influence of political hegemony.
