In my state if something like this happens in a private lot (shopping complex parking lot) and if both the vehicles are in motion than it is not anyone's fault. If you were stopped and she was in motion it is her fault. Either case a ticket may not be warranted. I would recommend to follow what sidaNepali suggested. I would suggest to file a claim online rather than calling. It is easier plus you type your own report. Also attach all the pictures of the damage and if the lady had accepted fault make sure you put that in the claim.
Same thing happened to me a while back but we did not get the police involved. The guy agreed it was his fault, I took pictures of everything, we exchanged insurance information. I filed claim with his insurance company online. I also called my insurance and let them know what had happened (only informed but denied to file a claim) so that they would know if the other guy tried to file claim they will already have my side of the story.
