"06/14/2015: Nepal TPS Designation Authority and Process
•TPS does not need legislation, and as a humanitarian issue, it falls under the Executive Branch (President) jurisditction to determine such designation. The first step is for the USCIS to submit a draft of notice of designation to the White House Office of Management and Budget (OMB) under the rule-making Executive Order. Since designation of TPS is just a notice and not a rule, as soon as the OMB review is completed and cleared, it will be published in the federal register in the form of a notice, which will stipute the details of registration period, registration process, and the period of designation. The OMB clearance sometimes takes only one day in emergency but in most cases it takes from one week to one month or even longer. For the designation of Nepal as a TPS nation, it is considered not economically significant but has international impact, and it is likely to take more than one day before the OMB clears such designation decision of the USCIS.

It will be just a matter of the time for the White House OMB to process and clear and the USCIS publishes it in the federal register.
