Driver's License not accepted as a photo identification in USCIS office?

This happened to me at Jackson, MS Application Support Center. Had a appointment for biometrics fingerprinting. Drove 3 hours to get there but all I took as a photo identification was my drivers license which is valid. But this lady asks for a passport and rejects my appointment. Is it normal? while the notice clearly states that I can take passport , or drivers license, she was not happy as I skipped the passport part.
Since I got my drivers license, I have used it as a photo identification anywhere from clubs to airports, but I dont know why this particular office does not accept it. While calling the USCIS customer service, they say that the drivers license should be a valid ID but this office does not give a damn about it. Any experience?
