IMO it should be legal ( If its not legal in Nepal).
People seek for surrogate mothers from India and its a quite hefty business. It will help both the (new)parents and local folks supporting their financial need.
However, before directly implementing the idea in Nepal we should have proper law, program who can educate people about its pros and cons.
DIfficulties as per the context in Nepal:
Since there are other priorities set in Nepal i doubt it will take into effect immediately.
Cultural/social taboos, lack of professionalism are other small factors that might impact this idea.
