Q2. Is this question asking for my H1B USCIS Receipt #? - I think it is h1b receipt number.
Q3. what does this question mean?- I think this is when h4 and h1b are filed simultaneously, in your case probably no if your spouse's h1b is already approved.

F1 bhayera kaam ta bahira gareko cha budi le :) but I want to say no. So, I have to describe how she is supporting herself.
Should I say her husband has H1 and earns this much in a year. In addition her farther is a US citizen who has been sponsoring her college study? - Should be fine
