Yes you have to have NC driver's license to register your vehicle in NC. For me it took more than 20 days to get the license. And yes they won't accept your temporary license. I was also worried in the beginning but the guy at NC DMV told that I was fine. After I got my plastic card, I registered my vehicle and got the plate.
